The graphics wouldn't matter that much unless you want a porn game, I could see kagura games doing something similar to detective girl of steam city, say 3-4 'countries' but each one has a much tigheter story than that game. With Kino getting lewder in each new city

Yes, but nope. the whole point of Kino's journey revolves around Ideals and shit with the actual action being secondary. So you're going to get a hard gameplay story split. If you focus on gameplay you can make a great open world but there's no realistic way to flesh out the world deep enough to live up to the source. You can do a more linear experience and tell a good story but it won't capture the spirit of the source. I can make a kino game, but I can't make a kino kino game, so why try?

Kino's journey doesn't really have an ending, it's basically a travelogue, she can be fucking vicious though, like in the colosseum episode.
She can also shoot missiles out of the sky with a sniper so there's that.
