Central planning stifles innovation with excessive beaurcracy.

The U.S. was more free market capitalist back then so private companies/individuals were more free to explore computer development and secure private funding for said research without the government micro managing the projects.

This is why SpaceX is running circles around NASA right now, because NASA is a government entity that needs congressional funding, has a intricate internal heirarchy going all the way back to the 60's, internal review boards, government hiring diversity requirements they have to follow, ect. Meanwhile SpaceX is privately owned and operated an can do whatever it wants in the most practical and efficient way possible, and they are doing so with great results.

The Soviet Union failed to lead the west in computing for the same reason they failed at so many other things: they micro managed and centrally planned it right into the ground.

But the Soviets did make Tetris though, however since the Soviets didn't believe in copyright law an American was able to legally steal the idea for the game and sucessfully pitch it to Nintendo. Communisms "everything belongs to the collective" idea wins again.

Because cybernetics, at least for a time, were literally declared to be pseudoscience like, for example, astrology. Later on this was done away with, but at least one generation of scientists working in related field was lost.
Later there was a push for a system that would actually be not unlike modern internet (think modern data harvesting bullshit, except its mandatory and gov. enforced), but this system also failed, although I dont quite remember why. But it did help in the long run, providing us with back bone to implement internet on, I think.

Because the USA and USSR/Russia have been secret allies since World War II and every bit of their rivalry is just skub to keep the plebs terrified while they jerk off and destroy the planet under pretense of having some "greater good"

Computers are hard, and things develop so fast in computing that if you start to fall behind it's very difficult to catch up. Look at China, they can't keep up with the current chip fabrication technologies despite putting a heavy focus on it. There are only a few companies on Earth that can keep up, and it's very possible for them to fall behind if they make one bad move. Take Intel for example. They fumbled their 7nm chip launch and it has put them years behind their competitors. These technologies cost many billions to develop, you can't afford to miss more than a couple of times before you are left in the dust and bankrupt. Same with GlobalFoundries, they have given up their dreams of 7nm fabrication at a cost to them of billions. Even their current best nodes are licensed from Samsung.

Literally 3 companies are at the cutting edge of computer chip fabrication. SMIC in China is approaching, but still behind. Samsung, Intel, and TSMC are the only companies that have been able to maintain the cutting edge. I'm not sure you can pin any failings on the Soviets for falling behind in computing. Western Europe failed, Japan and India too. The Soviets bungled a lot of things through their terrible economic system, but they probably just got unlucky with computers like most nations did.
