you can get a decent 144-165hz 1080p ips for like 150 so 60hz is just terrible

My budget was 1700PLN and it was the only decent thing I could have bought for that price. Needed something, as a polish saying goes, 'for yesterday' as my old PC had basically melted, rotted and drowned in shit at that point (4th gen i3 with that 7200RPM seagate HDD...)

Yeah getting a GPU is fucking hard nowadays, if you go AMD you get retarded Windows drivers and good Linux drivers and on Nvidia it is the exact opposite. Whenever running Windows nowadays I have to use drivers from August of last year and they seem to break on newer versions of Win10 ;/

I have a 2x16GB DDR4 3200mhz RAM and 2TB nvme SSD (think its pcie3) combo that I can use for a new build in an ITX NR200P case so big GPUs hit there
What should I go for? Intel or AMD? I have to get a CPU and related Mobo so anything is free game, and will be using it in a 1440p monitor for MP games like Apex, WZ and the upcoming MW2 and WZ2
I think extremely hot chips are a big nono for the form factor but thats the only limitation I can assume

The best thing you can do for yourself is get a high refresh monitor. If you have a lot of money to blow on an upgrade, build around a 1440p system. Honestly you could get the monitor first and run it with your current system if all you're playing is CSGO.

That's the best way, but my advice is to avoid used components unless you're getting a great deal and you know the details of the part's history. Generally the discount isn't very much (e.g., DDR4 memory), although I've gotten some steals in the past and I often buy refurbished phones, like the S10 that I bought a year or so ago, for an absolute steal.

My suggestion would be a 12700 non-K and a 3080 12GB, both with an undervolt, if you're looking for a high end system. If you're lazy you can just keep the TDP on the i7 limited

OC is dead. Disable all motherboard applied CPU overclocks. Undervolting is where it's at

If you're going ITX, AMD is your only option due to the high power consumption of Intel.
GPU wise, you can get a 6900XT for cheaper than a 3080 when it's faster than a 3090ti.

5800X3D is the most efficient CPU, so go with that if you can afford it.
