Because VP8 is multithreaded by default.
VP9 only uses as many threads as there are tiles, but you can increase tile count with -row-mt=1

It should have been av1 not vp9 cause next gen gpus will actually support hardware encoding av1

I know Intel CPUs have had hardware VP9 encoders for like 3-5 years now. Is it as good as software? No. Is it as good as nVidia Turning NVENC is at even just AVC/h.264? Probably now, but it's beyond realtime so that's neat.
If on GNU+Linux I think you need the proprietary driver.
