Some develope their brains a tad faster and have more intelligence to start with as well but overall kids and teenagers are mentally retarded. School's are trying to educate the entire population of underdeveloped, hyper-active and later hormone ridden adolescent humans so that they become functioning members of a complex and advanced society while also providing the children with an environment that allows for healthy social skills to develop. Children also naturally lack discipline and have an incredible strong desire to play, which makes concentrating for prolonged periods of time almost impossible for them. Once they are close to 20 their brains are almost fully developed and it is possible for them to learn advanced topics, which is done in a University. The system is quite successful. Now people can argue that on the 21st century education isn't locked to a location, which is in theory correct, but learning in person with other people who are also interested in the field and have their own specific knowledge in the field is quite advantageous.

Division and multiplication are equivalent so you do them from left to right, because any division can be expressed as a multiplication, same with addition and subtraction so it would go.
