That's definitely what it is. That fuse screws onto a 75mm shrapnel shell. You set the timer according to a ranging table. Ideally you want the shell to detonate ~10ft above your target for maximum effect.

You can make sure it's been deactivated pretty easily. See the attached image for a cross section of a similar fuse. You can see that most of the internal space at the bottom is where the detonating charge is positioned.

Your fuse would either use loose powder or cordite.

Take your fuse and turn it over. Is the cap holding the charge in place gone? Does it look like it has been drilled out and the charge removed?

Mabe take a picture of the underside of your fuse and I can have a look at it.
