I wouldn't. Country or people in that country are often not at fault for their current state. "Elected" and corrupt politicians are responsible for all the ills. The argument of "people deserve the government they vote for" is no longer relevant considering modern "democracy" is a sham and elections are no longer trustworthy even in "1st world" countries.
Instead of nuking I have a more sinister idea. World War Z style people storm elite premises and government buildings while tearing these corrupt and out of touch privileged rats to shreds. Their families and kids get no free pass - sorry. This would be more powerful than any potential nuke in history.
