It's on the vehicles just as a distinguishing feature but has also taken on a life of its own as a symbol for support for the Russian military actions both inside and outside Russia. If you believe that Russians have gone full facist already then it's not unreasonable to say it's a facist symbol at this point, I'd be surprised if facist groups within russia weren't already using it or thinking of using it. And if at some point Russia did decide to go full invade europe Nazi it would almost certainly end up working its way into propaganda for that purpose.
