Well yeah, it's basically true, especially if you consider that most girls hit puberty around 10-13 and are ready to reproduce. Even in modern times, like the 1930s or even 1970s in the United States the legal age was often 13 or 14 or 15, depending on the State. By nature men want fresh, young wombs.
But what an improvement to live in a world with the age of consent. Childhood was always something precarious in the past. If you didn't want to get fucked in the ass or worked like a farm animal you either needed loving, protective parents or you needed parents powerful enough to shield you from all that.
Across the Western world we have reduced the trauma children experience dramatically in comparison to historical standards. That's a small price to pay to respect the age of consent.

Yeah, well, it's 16 in my State. But you have a point. One could argue that 18 is too high. The problem with 18 is that between puberty and becoming legal there are so many years. This is an invitation to all kinds of "illegal" trouble that really shouldn't be illegal.
But you have to admit, 13 or 14 is too young. Personally, I think 16 should be the age for everything, sex, drinking, driving, volunteering for war and entering into all legal contracts. Still seems young, because 16 year olds are idiots, but extending "childhood" has all kinds of problems of its own.
