I was watching some criminal documentaries to raise awareness about this topic and they mentioned virtual machines and VPNs, is it really that simple? I feel like in some third world countries it's hard to get the police to care enough to investigate

I have no idea, user. I don't think they can exactly know if you have those things in your computer, but the authorities can definitely check what you downloaded, at what day/hour, and the sites you've been in. Some can even track your IP even if you ARE using a VPN.
I'm from a third world country. The police don't... Don't really focus on people downloading and saving like ONE picture of CP, but they DO put something to track you in case something comes up. The dangerous thing is when you're interacting more and more with certain sites and you're in weird shit, and international authorities CAN track you down in that case.
I don't have any plans to download things like that. I wanted to get educated on the matter because I don't see anything about it on the news/internet yet it happens often in here

There’s basically two ways to get caught: when you’re downloading it and when you’re uploading it.
Downloads only really get caught with honeypots (authorities are watching the file). Uploaders get caught all the time

I don't think it's that hard. Last I checked authorities don't go phone to phone checking. People who post and share almost certainly have VPNs. They pretty much have to be caught red handed or fall for a honeypot sting operation.
