It was 17 billion dollars I think which is still more than I thought.

The problem with silicon manufacturing is that you need gigantic infrastructure with huge capital investments and a decade of lead time just to build a fab that will be obsolete in 2 years.
It's a huge fucking effort to even do it.
I'm not even sure where the US is going to get an army of highly qualified people for it.
