His cabinet and allies do though control the signatures from the EPA, Other inspections, investors and additional permits per government law. Just to see if there is even oil on the lease they have.
When you stop just 1 permit going through you generally stop any oil at that site. There are multiple lawsuits from oil drillers filed last year and this year for this very problem. They want to get the oil, but no one is allowing them to on their owned leases.
