Sub-saharan Africa averages three standard deviations below the rest of the world in IQ. I read a study that the people scoring around 107 were the ones doing the logistical work in materials transportation. The countries with a lot of citizens in that range make all the money. If your countries average IQ is 70, essentially mentally retarded, you don't have enough people at IQ 107, and those people tend to leave.
