Let me explain how portable software works. The portable software installer is not like a regular software installation program. It only downloads the software (possibly) and uncompresses it to the installation folder you select and then configures a special executable file that is designed to run the software from the installation folder. You only need to run the installation once to configure the portable launching program. After that you can copy the folder to another computer and it should run on any other computer you copy it to, as long as you keep the same installation folder name.
So, you can run the portable software installation program on your other computer (assuming it as also running a version of Windows) and then copy the folder to your offline computer. It should work on your offline computer then.
