Smoking is something only idiots do.

You'd need to reverse the laws against advertising tobacco products on TV and on the web. You'd want to put pro-smoking messages in cartoons and other entertainment intended for children. You'd want YouTubers like Blippi to smoke on his show. Bring back candy cigarettes and toy cigars and the like. You'd really want to hit adolescents hard with messages about how smoking is cool, rebellious, helps you form your own identity, that everyone's doing it (fear of missing out), etc. Finally, you'd need to repeal a lot of tobacco taxes. The price of a pack of cigarettes in some places is nuts now.
