We need either A) Personal web crawler that you setup on whatever page (if you point to Any Forums and wikipedia you get like 99% of the internet at least in English.)
A-2) This needs to have a function to save the search DB from the old search and decide if you like to merge or append search results.
B) And here is the other option someone else crawls the web and gives us the DB files. only it means GIVE FILE so you can search in the DB from 2006 now whatever google censors it into today.
Sure lots of dead links however we need a option to remove dead links. Shit this program can run on local host or something giving a web page like interface to the browser.
Only it needs to be implemented correctly and look great not some GIMP shit.
