Most of them are homeless because they would rather be fucked up. There is shelters and outreach programs up the wazoo fucking everywhere, but you usually need to be sober to get in.

Yeah I imagine they'd need to be sober. I wonder if some homeless people are the same as prisoners in that they've lived that way for so long that they don't want help

Absolutely not.
The problem is they often dont have any way of managing it or securing it. From my camping/hunting experience I have full knowledge of how to have a complete kitchen setup that never requires a fridge and wont get rodents or bugs. Many homeless dont have this knowledge or information and lose that money buying fast food. When if they have a SNAP benefits card they can equip a tent/tarp shelter better than some kitchens in the US. That is just with food alone.
heck even my pops is a braindead consumer who's a slave to the establishment. giving anyone money is usually not so good(cowards become more of what they are)

Each county in the US normally has their own program setup. Just check the state/county official websites and often they will have a link to it.
Probs give em a couple of ciggies or a Zoot tbh
