Typically it's just a shame tactic used to shut down a conversation when the other person has nothing concrete to counter said virgin's opinion. Sex is used as a social milestone by your average person, if you haven't had it you're either too naive or socially inept to have it and do you're either too inexperienced or too bitter to have a vaild opinion. In reality, sex doesn't change much. Might give you a little boost in confidence but really the march of time and experience within the world changed who I was more than purely the act of sex did.

In an ideal society arguments ought to stand on their own merit. However, quite often the said arguments cannot be entertained in full. Thus, people skip a part of the discussion and focus on the person making the argument. If the said person is trustworthy and highly regarded in society his or hers arguments are given a free pass. Or at least far less scrutinised. On the other hand if the person making the argument is abhorrent to you, you might double check what is being said or even outright ignore it.
There are people I value so little and even a basic statement like “the sky is blue” would make me rise my head upwards to check.
You being a virgin often means you are incapable of negotiating social situations and relate to another human enough to acquire intimacy. So, you have a personal flaw, probably not enough to invalidate everything you say but significant enough to make people readily dismissing you.
