In some regard yes, in most cases the hash associated with an image URL is stored on the blockchain but the image URL itself is not decentralized, at lot images associated with the hash is still stored on a centralized server, not on the blockchain. This means you're buying a hash for an inflated price. The blockchain itself is super inefficient at storing anything that isn't text.

Sorry if this wasn't clear, its really late. To clarify hash is stored on the blockchain, the image is not. Any image can be associated with that hash and swapped, you can't own the image. In order for this to actually be viable you would need some crazy compression algorithm (ala silicon valley) to make the image small enough to be stored.

He has to post this to keep and raise the value of his assets. That's how a Ponzi scheme works.

those pictures are. actual, useful implementations of NFT are still in development. e.g. Imagine buying games on steam, but you actually own them as an NFT. you can resell them and stuff. same with lets say in game items and stuff.
