well, things like that did happen in the ussr. I don't remember the year exactly (post ww2), but there were several instances where ussr seemed to be preparing for a massive invasion into europe, but the whole thing turned out to be.. well, a prank. He is probably trolling. NATO sometimes do military trainings near the Russian borders and armies moves all around the Europe but while he moves his army to his borders where is NATO clowning around and provoke him the media start to cry about Russian aggression without any sence of hypocrisy. :D I think it is fun for him. But to be honest nothing stops him and nothing ever will. It is about his decision. He did it once before and basically without consequences. His power is scary and also have the China behing his back and it is the most powerfull country on the world.

Every country has rights to make military maneuvers and exercises in it's territory, be it Russia, NATO, US, China, Thailand, Mozambique, whatever. When having such maneuvers, the country must notify everyone else about it prior and allow neutral observers and observers from other countries to participate. I'm fairly sure that NATO wouldn't decline an inquiry from Russian general to observe their exercises. It's kind a the point to have the observers, so everyone knows what's going onamd there wouldn't be panic. This is the place where China and Russia lacks, noone really, for sure, can't tell what they are doing there.
