The thing that confuses me most is that in the lore there's a country to the south of Mordor that's described as being a people of dark skin. If they wanted ethnic diversity they didn't need to change the lore. Just incorporate something that's already there. It's sparsely described by Tolkien outside of the skin colour and that they have a history of animosity with Gondor which is why they sided with Sauron.
