He did nothing wrong, the attacks against the US had already been happening for years, Clintons ineffectual launching of cruise missiles in retaliation of the last world trade center bombing already proved that didn't and would continue to not work.
Why the invasion didn't work when looked back on in history won't fall on Bush, it was largely overseen by Obama for the majority of it. Not to mention the majority of democrats which voted for the war under the Bush administration (note the war was voted for in favor by then Senator Joe Biden, you know the same guy that lead the disastrous retreat and added a utterly failure to the conclusion of a withdraw).
