Is today's telemetry blocking software even enough to stop Microsoft's telemetry spyware? If hostfiles blocking IPs don't even work because Microsoft bypasses it at the lower level, can it even be stopped?

Mostly no. You need something like pihole and to run your script as a service so it has SYSTEM permissions. DISM and ROUTE will flag certain ips and packages as incorrect parameters (lmao).
Best bet is deprovisioning everything and fucking with the disk image prior to a user account ever being created

It is, only a schizo would deny that.
There is no other way to survey millions of different hardware configurations were the os runs, that's why linux is so shit, they just test on a handful of hardware but in the real world it never works.
That's why windows update can get your every driver downloaded and working despite your hardware.
