You are confusing ceremonial and judicial laws with clear moral laws. There is no temple so no ceremonial laws apply to anyone, there is no Israel as a country (the modern atheist country is no Israel) so judicial laws don't apply to anyone. Only the moral laws remain.
Unlike the ceremonial and judicial precepts, moral commands continue to bind, and are summed up in the Ten Commandments. I always get a chuckle when an atheist posts the fruits of his 5 minutes worth of googling, cause I basically made them read the Word of God.
