It sound like an attempt to communicate from beyond the grave. It's creepy enough by itself, but there's more. While I was messing with my phone trying to find a way to record the message (difficult because of Android's restrictions), I received a voicemail from myself that is only silence. If I dial my own phone number it goes to the mailbox; I can't call myself and leave a message. Sure enough, there is no log of me calling myself previously. Getting a call from yourself is commonly known as spoofing. They say it's a scam, but since there isn't even any word spoken, it sounds more like intimidation/harassment.
In the days prior, I had to tell debt collectors to stop calling my number because they got the wrong person. I wonder if it might be next level deb collector harassment. Or is it a bug or something else?

This is a recording of your mom's phone's operating system sending data to her mobile carrier, the phone manufacturer, and the NSA. It is watching and recording at all times. There must have been a bug causing the transmission to be intercepted by the last known contact (i.e. your phone). I suggest you immediately have both phones destroyed, buy a Pinephone for you and your mom, and put aluminum foil all around your house to block out any electromagnetic interference.

Reminds me of a scam I heard about, people would get random phone calls and be presented with something like a butt-dial. Street noise, ball games, middle of conversations, etc.
What was determined is a scammer aided by a willing local telco was making tons toll-free calls a day. Then play random recordings that preyed on curiosity to keep people on longer (than if it was just silence,) and collect more fees.
But unless you're 800-ASS-MSTR, you probably don't operate a toll-free line.
