Why Is Microsoft MAUI Flopping Just Like Xamarin?

Did Microsoft set up MAUI to fail from the start to sabotage Linux and Android dev just like they did with Xamarin? Why are so many people and enterprises using Flutter instead of Microsoft's MAUI now that it's replaced in Visual Studio 2022?
