You can certainly set up an imageboard server in your garage. Any Forums has a shit ton of traffic which translates into high costs, but you're not going to be getting any of that. I've got a little .onion/.i2p server running on my desktop.

The hosting itself is pretty cheap as long as you're not getting massive amounts of traffic
However it will cost you a fortune to keep all the spam and CP out. It will also never make a profit unless you team up with some really shady advertisers or glowies.
