JPEG XL is great because you can compress existing JPEG files further without adding generation loss.

jxl is an excellent format.
i don't it works with imagemagick on WSL unfortunately :(

Yes, ISO/IEC 18181. Parts 1 and 2 are already available, and there's a draft of parts 3 and 4. Part 1 is the most important and it's already available on Library Genesis.
