They allow all kinds of uploads because each of them could be a surprise hit. Kind of like on Any Forums, actually. Some threads work well others don't.
They allow all views to be concentrated on the same few videos because those are proven to work. They don't care that most "content creators" get 0-1 views - not their problem.

Why shouldn't they? It's a platform for people to upload videos. Those don't look offensive, illegal or copyrighted by someone other than the uploader. What's the problem?
They're clearly skirting the algorithms unspoken rules on automated content by having a generic Fiverr model in the video.
What makes it obvious that they paid someone to read this and aren't reading it themselves? Either way, content that's made to make money is allowed.

It is only their storage for these dead videos. And it's true that most other services never offered the space that YouTube, and Gmail have. That's what makes them unique and a big part of their success. With the advertising money they make, it's not really a problem, more like an investment.
