doing a bit of reading, it looks like it's legally impossible to use most/all IBM mainframe operating systems on an emulator
an emulator like hercules just emulates the hardware, you still need to obtain and install a copy of an OS to run on it, and IBM doesn't give that shit out to people without an IBM mainframe
