There would be an equilibrium point where the power wasted as heat to overcome pumping/friction losses matches or exceeds the exceedingly marginal dissipation efficiency gains, but this really only applies to a system using as many watts as the liquid voluke can absorb and dissipate. In all lesser cases there would be a benefit, practically only in how quiet the fans would be, and barely outside of margin of error measurement relative to ambient/hot in/cold out versus said fan speed/noise.
tl;dr
A desk sized radiator has benefits for a 4000 watt system, and anything lesser is using such more power just to run the liquid that benefits are immeasurable.
People have been using, for example, dual 360mm rads to handle 850+ watt systems for many years and have achieved great thermals without noise compromise.
