.net core 3.1 and beyond works fine in Linux if you use Ubuntu or an Ubuntu derivative. Jetbrains Rider is also a great IDE that's on Linux as well.

UI libraries are lacking. But everything else is good. It depends on the work your doing I guess. If you use C# for web dev you'd not going to have any issues.

im not intending to use it for web dev, (thats what i think .net is used for) im goind to use it for system programming mostly

How is UI lacking? You can use whatever you want like uno/avalonia/gtk/qml/imgui/sdl/etc.

None of those are as robust as WinForms or WPF. But yeah, there are options.

.net is a stupid name to give it because it does imply that it's a web thing only, but basically it's the name of the framework that C# works with and can be used for any kind of app, web-based or not.
