Mid 90s- mid 2000s was the peak of civilization in modern history, yes. You'll get cope about how "b-but muh nostalgia" and "n-nothing really changes" but that's just people trying to shy away from how shit things are now. It's a plain and simple fact that suicide rates were at an all time low during this period. You could argue it's not a perfect metric for happiness, but I would argue that it's as close as we can get. The media of the time reflects it too.
LCD screens, even at high refresh rate, will never be as good as the best CRTs of that era
90's PC gaming felt magical due to all the technological innovation. Every year was a major leap in hardware and game engines. Then hardware hit the heat wall and game engines became too complex to build without an army of software developers
