To elaborate, if something is centralized, it can easily be banned and blocked by government entities. Decentralized protocols, as opposed to centralized "services", cannot be taken down nearly as easily. When's the last time you saw a government ban HTTP or SMTP, for example?

It is trivial for any government to block or to ban access to publicly known Tor exit nodes and VPN addresses. Even if your government isn't doing it yet, they could implement such a system overnight. Even in most "democracies" they can make up reasons for ignoring and curtailing your liberties. Just look at the global lockdowns. Canada, Australia, even the United Fucking States of Fucking America was joining in on gang raping liberties that were taken for granted. What you call "freedoms" are permissions. Understanding this fact is critical for even basic opsec.
