Well an overload would affect the weakest link in the chain which SHOULD be the breaker assuming your extension is the same guage of wire as the romex.
Of course if there is a weak link like a bad plug, bad connection or severed strands then you'd have problems wherever the weak link is.
A short that isn't extreme enough to pop the breaker would also show up wherever the short is.
