Try adding the filter list to uBlock Origin. If that doesn't work, maybe the extension will.

Does google work normal for you when you bypass that popup?

Yes, also when you get that popup where it's an entire page (for example, when opening the Chrome Store in Incognito mode), it loads it but then instantly skips it.
