Linux is a kernel that was adopted by the GNU project because at that time, their own GNU Hurd was incomplete. Linux took off and now even though Hurd is complete, is simply not Linux. GNU was a project that started to compete against software monopoly at that time, UNIX was not FOSS friendly so GNU is a UNIX based system meant to only be used with FOSS software, Linux didn't.
