1. Purchase a VPS with the hosting provider of your choice
2. Install your operating system of choice.
3. Build and deploy a basic, but secure enough public website. If you're brave, you could use the apache built-in filelist functionality I guess.
4. (Optional) If you want a domain, purchase one, and point the A and/or AAAA records to your server from step 1.
5. sftp your cat video to your server from 1, rebooting your httpd daemon if required.
6. Verify the video is available on the public web
7. (Optional) Post a link here, so we can also view the cute cat video, and tell you your webserver is garbage.
8. Send the link, with or without domain name, to the party of your choice.
9. When you're finished viewing the video, the decommissioning process for this website is the reverse of the deployment process.
You're probably in for about a days' effort and 75 USD between the domain, hosting fees for a month, and taxes assessed on an online transaction.
No, there is no better way than this.

MEDS NOW!!
if you have a server (like you should) you can just slap it in the webroot and link it directly, the browser will stream it.
How to easily upload to your server from your phone?
>your phone?
that's your issue.
Jokes aside you can use SFTP, there are many apps to do it but I personally can't recommend any since I prefer using my pc. It should be as easy as copying over your ssh key (you are using keys right?) and choosing the file to upload
>SFTP
forgot to note that SFTP is literally copying file over ssh, nothing fancy.
user, that won't work. This is a video, not a photo. Although if Google Photos accepts tarballs or encrypted rars maybe you can fool it?
Phones are not proper computers and should not be treated as such. Grab the video from your phone using a USB cable and then process it normally from your desktop PC.
