The best pdf reader is a minimalist reader by the name of zathura. Install it from your distro's repo along with zathura-mupdf.

as garbage as this is, its the only general reader that doesn't choke when you get sent shitty enterprise grade pdf documents like construction plans and whatnot that are covered with markups from 8 different softwares and shit
