No. Under low loads, the cpu can't underclock/undervolt itself.
Get a smol tablet/laptop/net-top for everyday computing and fire up the beast only for gaymen.

Unironically use your phone whenever possible. They're now able to crank out i3 laptop performance from 10 years ago and only consume a few watts doing so. You don't need the brute force of a full blown desktop x86 CPU to do everything, that's like using a V12 Ferrari engine for a lawn mower. Check out termux if you're not afraid of the CLI.
