I see many people using an external monitor with their laptops, should I build my own computer or get a refurbished laptop?

I've never really needed to use the internal display when it's connected to the external monitor sitting on the dock. If I do activate it it's only for something I look at infrequently like music playing.

Entirely depends on your needs. Unless you're a gamer a laptop and external monitor is probably enough.
