If you read anything about his backstory (the WaitButWhy articles are a good place to start), it becomes very obvious that he's basically a geek who has decided that his life mission is to try to make some of the more neat technologies from sci-fi novels become real. That may not be a "good" goal (if you agree with Ted Kaczynski's critique), but it is what it is. It's why he got a dual degree in physics and business - #1 for the knowledge, #2 for the means to utilize it.
He's not just a spokesman, this guy actually taught himself rocket science and sought out obscure Russian rocket books in the early days of SpaceX. Obviously most of the brainpower is not his, and there's plenty of stuff he gets wrong too, and yeah, he also overpromises and gets people to fund his current projects by pre-ordering future hypothetical ones.
Still, to those of us used to pre-SpaceX NASA and their technology timelines (always 10 years in the future), it feels like things have begun moving much faster since Musk got into the game.
