Use XnView. It can open AVIF, WebP, JPEG XL, all that cool stuff. There's a Linux version, too.

No, it came from webm, specifically based on VP8, Any Forums uses silent webm's as a gif alternative but it is a video container and VP8 is a video codec, we are using it in a hacky way, webp is just aiming to be an image format

Can WebM do alpha, though? If you want an animated image WebP animations are the best choice if you can assume compatibility.

Yes both VP8 and VP9 do support pixel formats that support alpha transparency but on some websites the first frame remains in the background while the rest plays.
