It has to print it successfully (ink levels need to be high) in order to satisfy some legal requirement I think. Once the manual is printed, then the liability is on you to use the printer correctly.

Some printers are but newer ones are adopting this tactic to reduce costs and make you buy more ink. I rarely use a printer so hate the fact of paying for ink that will dry up quick (expires) within a year.
