one stick works fine with stock and xmp speeds. when I insert the second stick, it stops working and the bios/firmware flip flops and then boots into safe-mode with xmp off. I turn xmp off and both sticks boot just fine.

It's a meme, you'll get at most 100-200mhz for a fully stable token overclock unless you win the lottery 70C is pretty chilly. It should be turboing to 4.9 at 80-90C
