Microsoft gives you the option for a passwordless account. Only if you do that you have to rely on Windows Hello for logging in which in pin form is weaker than a password.

Logging into Windows with the key is not a standard option however.

So even with hardware keys you get these options as default. Totally beats the purpose.

I think login via key only really works if you're part of a Azure AD domain which is pure and utter fucking cancer.

You can do it for local accounts with supplied software. But this is an extra step in an already messy process where I had to force English as a language as the translated steps didn't make sense at all.

So far only Bitwarden and Tutanota have clear steps and allow you to disable other options as well.
