It would have to be someone who has never even challenged for main title but stayed employed for a long time. Most people were part of at least 1 angle or moment or title run when they weren't totally dimeless. Its probably QT Marshall.

I guess user means it in the truest sense of wrestlers that have never influenced whether people would pay to see a show or not (or in modern times, cause better ratings) yet has made a good career and always been employed.
