Rebuild is the name used in the west. In Japan they are called New Theatrical Edition and they are the reimaginings of og eva by Anno with enough budget and new technologies. Nothing was "Rebuilt", no one reset the world. The red ocean and streaks on the sky are the result of 2nd impact as Kaji said, NOT 3RD. And even in ep24 Kaworu says to Shinji that he can't die. And in rebuilds we see how he just awakens in a different universe with memories of past lives.
