That's how socialism works. You allow your oppressor to develop the environment for themselves, and when you've reached full development, you run them off, take what they've built and spread it among the oppressed. That's the Chinese government's whole thing, even back in the Mao Zedong days when he kept capitalists and warlords around because he thought their labor was valuable and planned to get rid of them later. Deng Xiaoping's opening up era was just a longer, more in depth interpretation of Mao's New Democracy model of allowing the capitalists to still have some control over the economy.
