Again, I didn't say that school shooters are justified in what they do. School administration is also largely to blame for being dismissive and ineffective in both helping the bullying victims and providing troubled kids with the necessary help.
What you've posted is irrelevant to this discussion, whether preventative laws are put into place it doesn't invalidate your victim blaming and illogical thinking.
I'll put it this way: it's innocent until proven guilty, not the other way around. Bullying in this case is as if forcing the defendant to plead guilty without a trial while forcing the murder tool into their hands.

when you grow up you realise that there's no such thing as "bullies". Everyone has the potential to be a bully. The only thing that changes is the wielding of power. Be it physical or social strength.
I was bullied a lot as a kid because I was an easy target. One day when I was 12 and growing stronger during puberty I snapped and knocked a bully out by slamming his head into a steel bin. This. School really is the tutorial level for life. Learn to play the game while there are no real legal consequences because you will see the same bullshit play out in the workplace and beyond.
